Our school these days had student councils from elementary all the way up to university level, but let's just say non-adult student councils were, in the nicest terms, a way to guarantee individual student autonomy...

In harsher terms, they were just scarecrows that crumbled if a parent or teacher so much as tripped them up. In this era where studying and extra studying outside took precedence over everything in Korea, any policy that stole study time was nothing but a firefly before the sun when faced with the DNA of exam-prep supremacy.
