The Continent United Gallery can be accessed anytime, anywhere, as long as certain conditions are met. The first is stable atmospheric mana. If the mana in the air is unstable, connecting to the Gallery is difficult. The second is the ability to use mana at will. This ties into the following. And finally, knowing the access incantation. It's so simple even a child could do the calculations. So if the mana is unstable, you can't use mana, and you don't even know how to connect, you're out of luck with the Gallery.

Most of the evidence is irrefutable.
