A fair contract. To become a magical girl, two conditions must be met. First, one must possess the aptitude for it, just like a hero. At first glance, that might not seem like much of a hurdle. But in truth, quite a few people have the latent qualities to become magical girls. The real problem lies in the second condition.
A partner is absolutely essential to form a contract with. A magical girl cannot simply transform whenever she feels like it.
