Namdong Industrial Complex, one of Incheon's biggest crime hotspots. Even Sua, the ex-cop, had only set foot inside a handful of times. Mostly when the criminals spilled out and needed backup from outside precincts. And even then, she rarely went deep. This year, the only time was escorting Go Mu-yeol—and that was her first and last.
"Given the location, that's probably impossible."

This was inside police talk, but Namdong Metro Police Station, which covered the area around the complex, had a longstanding unspoken pact with the gangs inside. Nothing fancy: 'We won't barge in to arrest you, so don't crawl out. If you do, you're dead.' Something like that. Sure, there'd be bribes and kickbacks along the way, but the core idea was to keep the criminals locked in there like rats in a cage. The downside for them was no escape, but hey—no prison time, life goes on. That's why the trash kept piling up.
"What’s the boss up to now? He said he'd start negotiations with the politicians this week."
"He's already touched base with the Prosecutor General. And about an hour ago, Assemblywoman Kim Eun-ji of Namdong Gap set foot on the artificial island."
"Straight to it from Monday. We can't fall behind. Word's probably already leaking out quietly. We need to secure that Danto woman's land before it spreads further."
If they absorbed her stake—about 18% of the total land—Sua would control nearly 90% of Namdong Industrial Complex territory. Throw in the plots owned by folks overseas, and it hit 95%. Mission accomplished, right around the corner.

"Minimum, you'd need talks with Ministry of Economy and Finance, Land Ministry, Industry Ministry, tax office. Plus committee members—"
"Isn't that exactly your committee? Public Safety Restoration Committee. Covers Incheon security restoration."
She froze like a glitch.
"It... does, but actually pulling it off? Lots of gray areas."
"Gray areas mean with enough muscle, it's doable."
"Is that... so?"
"It's too broad to enforce easily, that's the 'gray.' If it lacked authority outright, you'd say impossible. Pump it with overwhelming power, problem solved."
She mulled it over, nodding.
"Yes... that tracks. The ambiguity means room to interpret and expand authority. With enough push, it could do anything."

"Kim Eun-ji, you pledged loyalty, right?"
She straightened up.
"Yes. My full loyalty to you, young master."
"Time to test it. You'll have my secretary office and Prestige backing you. Make this your project. Goal: zero corp tax for Namdong HQs, minimum five years. Longer if permanent."
She shot up, bowing deep.
"I'll make it happen!!"
