People appeared who could spit fire from their bare hands, soar through the sky, stop bullets with nothing but their skin, and even patch up the wounded as easily as flipping a switch.
Because of these strange, otherworldly powers, humanity came to call them something new.
Ability Users.
The first of them were hailed as miracles. But it didn't take long for people to realize they were also a catastrophe.
Criminals who ordinary armies struggled to contain had come into existence.
Individual power now eclipsed the violence monopolized by the state, and the world hurtled to the very brink of its own ending.
Those who wielded their abilities as instruments of malice came to be known as Villains.
And me? I'm Jeon Jihu.
Through a series of circumstances I still don't fully understand, I got reincarnated into another world.

“My understanding is that I'll be assigned to a field deployment team.”

“I may be a rookie, but I've never once lost a fight using my ability. Against any Villain, I'm confident I'd win.”

Back at the Hero Training Center, they'd told me, without a doubt, that I'd be working in the field.
Sure, I knew the Hero Association handled all sorts of Villain-related work. But I'd assumed I'd be deployed for actual combat. That was the whole point. It's what I wanted.
“Mr. Jeon Jihu, you were not assigned to field deployment. You've been assigned to administrative support.”
“I—wait, hold on. I was rated S-Class, you know—”
“I'm well aware of that. However, the upper echelons of our Association have decided to place you in administrative support. In other words, you'll be assisting the 1st Generation Heroes with their work.”

“I heard you fine! And obviously I'm refusing. Why on earth should I play janitor for the 1st Generation seniors?”

There was one fact the Association had overlooked. In a situation like this, my ability was the ultimate trump card.
They'd probably seen nothing but the S-Class rating on my file and judged me good seedstock, nothing more. They couldn't have known about my actual ability.
And who could blame them? Quest Setting, my true power, was something even I hadn't fully grasped until now.
Objective: Impregnate every single 1st Generation female Hero.

To put a lid on the chaos, the government passed the Hero Management Act, clamping down hard on the activities of ability users.
Crime rates did drop considerably from the early days—but the contradictions and side effects festering beneath the surface only grew deeper and darker by the day...
Of course, the Hero Association's rampant corruption couldn't be ignored either. The embezzlement of senior executives and the nepotistic promotion system were already open secrets.
