At least some herbs are preserved by folks, so as Dungeon Master, I might snag them somehow.
The real issues are the moonlight grass and the special herb called red-horned deer flower.
They're super sensitive to mana and environment, so magical preservation or shelter greenhouses won't work. Basically, no one in the shelter has them.
To get those herbs… looks like surface trips are the only option.
